The Monmouth County HSC Executive Committee is now accepting Notices of Intent forms from all agencies interested in applying for FY2020 Continuum of Care funding administered by the U.S. Department of Housing and Urban Development.  Agencies interested in HUD CoC funding must submit a Notice of Intent form for each project which will be reviewed by a local selection committee appointed by the Monmouth HSC Executive Committee.  The HSC Executive Committee strongly encourages all agencies interested in serving those who have experienced homelessness, including agencies that have not previously received HUD CoC funding, to consider submission of a Notice of Intent.  All Notices of Intent will be evaluated according the scoring criteria attached.  Funding for new projects will be determined based on proposal score and will be made available through CoC bonus funds and/or reallocation of funds from existing renewal projects.  Similar to the FY2019 process, HUD has made available funding for a Domestic Violence Bonus project in the FY2020 CoC competition.  Agencies serving those who have experienced Domestic Violence are strongly encouraged to apply. Notices of Intent must be submitted by Friday April 10th, 2020

Agencies interested in funding new programs and all those agencies requesting funding for renewal programs must submit an NOI by the April 10th deadline.   All potential applicants should keep in mind that this is a competitive grant process.

In keeping with the priorities established by the US Department of Housing and Urban Development (HUD) in previous CoC competitions, new projects may request funding for the following program types:

  1. Permanent Housing Projects that serve chronically homeless individuals (including unaccompanied youth), and families
  2. Rapid Re-housing projects for homeless individuals (including unaccompanied youth), and families
  3. Supportive Services Only (SSO) projects for centralized or coordinated assessment systems
  4. Joint Transitional Housing (TH) and Permanent Housing-Rapid Rehousing (PH-RRH) projects that will combine TH and PH-RRH into a single project to serve individuals and families experiencing homelessness

Monmouth HSC System Goals

All agencies interested in applying for funding through the 2019 Continuum of Care must submit a completed Notice of Intent form with all required documentation by 4:00 pm, April 10th, 2020.

For all renewal programs, the NOI scoring will include points associated with the project monitoring score.  The monitoring process will include on-site monitoring for half of the renewal programs, and desk monitoring for the other half of renewal programs.  Additional information about the monitoring process can be found here.
