On Monday, 12/8/25, HUD withdrew the FY2025 NOFO, removing it from the grants.gov website, shortly before a scheduled hearing regarding the lawsuits that have been filed surrounding the NOFO.
Given these developments – and the uncertainty surrounding the next steps at the federal level – the Essex CoC is temporarily pausing the FY2025 local application process for CoC funding until the court provides further direction or HUD reposts the NOFO.
We do still feel it is important for agencies to fully consider the project shifts they were planning to submit for through this local application process, as well as any new project applications, since we do anticipate a similar NOFO moving forward. The CoC is NOT accepting any project applications at this time.
